Jess Q. Harnell (born December 23, 1963) is an American voice actor and singer. He voiced Wakko Warner in Animaniacs, Chuck Armstrong and Sven in Pixar's Cars and Crash Bandicoot in the video game franchise of the same name. Harnell has also been the announcer for America's Funniest Home Videos since 1998.

For Nickelodeon, he voiced a guide and a jingle singer in Rugrats, Marsh Deer, and Tortoise in The Wild Thornberrys episode "Vacant Lot", a background singer in The Fairly OddParents episode "Shelf Life", Todd Sweeney's dad in the My Life as a Teenage Robot episode "A Robot for All Seasons", Bunk, Bruce Moose, Grizzly Bear 2, Workee Bee 1, Blaze's dad in Blaze and the Monster Machines, and Pucker Uppenheimer, Sean's Dad, Billy Dad, and a bass player on The Loud House. He also provided Meldar Prime's singing voice in the Adventures of Jimmy Neutron special "Win, Lose, and Kaboom!", and additional voices in El Tigre: The Adventures of Manny Rivera.
