	Chuckie Finster	Christine Cavanaugh (1991–2001) and Nancy Cartwright (2002–present)	Charles "Chuckie" Crandall Finster, Jr. Tommy's loyal friend, Afraid of everything, especially the "guy on the oatmeal box". In one episode, it is revealed that he is left-handed. he is the only son of Chaz and the deceased Melinda Finster, The step son of Kira Watanabe, the older step-brother of Kimi Watanabe and the grandson of Shily and Marvin Finster
	Angelica Pickles	Cheryl Chase	Angelica Charlotte Pickles she always bosses the "babies" around, being the oldest. Enjoys lying to the toddlers, distorting their perception of reality. Acts perfect towards the adults, but is generally mean to the babies even though they are her friends. she is the only daughter of Drew and Charlotte, the only niece of Stew and Didi, granddaughter of Lou and the decessed Trixie and the step grandauter of Lulu
	Phil and Lil DeVille	Kath Soucie	Phillip "Phil" Richard Bill DeVille & Lillian "Lil" Marie Jill DeVille Twins (boy and girl) that have everything in common. Both enjoy playing in mud and like to eat worms and insects in "The Worm Pit", they don't care about their nephews. They are always bickering, but cannot be separated. they are the only son and daughter of Howard and Betty DeVille
	Susie Carmichael	Cree Summer	Susanna "Susie" Yvonne Carmichael A neighborhood tomboy who is about Angelica's age. When around, Susie often stands up to Angelica when she taunts the young toddlers. She and her family are African-American. she is the youngest girl in the Carmichael family she is the younger sister of Alyssa Edwin and buster Carmichael and the youngest daughter of Lucy who is a doctor and Randy Carmichael who is the host of the dummy bear show
	Dil Pickles	Tara Strong	Dylan "Dil" Prescott Pickles Tommy's younger brother and the youngest character in the group. Introduced in the first Rugrats movie. he is the younger brother of Tommy, the youngest son of Stu and Didi, the yougest nephew of Dru and Charlote, the other smaller cousin of Angelica, The grandson of Boris, Mika, along with Lou and the deceased Trixie and the step grandson of Lulu
	Kimi Finster	Dionne Quan	Kimiko "Kimi" Watanabe-Finster Chuckie's younger step-sister from Paris, introduced in the second Rugrats movie, Rugrats in Paris. Kimi is a very happy girl (years later, a teenager) who always is smiling. She and her mother are Japanese. she is the youger step sister of Chuckie Finster, Daugter of Kira Watanabe, step daugter of Chaz and step-grandaugter of Sherly and Marvin Finster

	Stu Pickles	Jack Riley	Stuart "Stu" Pickles Tommy and Dil's father, Dru's youger brother, Didi's husband Charlotte‘s brother-in-law Boris and Mika' son-in-law. Son of Lou and the deceased Trixie, the stepson of Lulu and uncle of Angelica. And a Absent-minded inventor.
	Didi Pickles	Melanie Chartoff	Didila "Didi" Kropotkin Kerpackter-Pickles Tommy and Dil's mother, Stu's wife daughter of Boris and Mika daughter-in-law of Lul the deceased Trixie step daughter in law of Lulu and aunt of Angelica part-time schoolteacher.
	Lou Pickles	David Doyle (from 1991, until his death in 1997), and Joe Alaskey (1997–2004)	PFC Louis Kalhern "Lou" Pickles (US Army, Ret.) Tommy, Dil and Angelica's paternal grandfather, Stu and Drew's father Widower of Trixie, father-in-law of Didi and Charlotte and husband of Lulu. Lived with Stu's family for the first few seasons and he babysits the children.
	Lulu Pickles	Debbie Reynolds	Louise "Lulu" Jonston-Pickles Lou's second wife; he met her in the hospital where she works as a nurse. She is Tommy, Dil, and Angelica's step-grandmother, Stu and Drew's stepmother, step mother-in-law of Didi and Charlotte
	Drew Pickles	Michael Bell	Andrew "Drew" Pickles Angelica's father, Stu's brother, Didi’s brother-in-law Tommy and Dil's uncle older son of Lou and the deceased Trixie and stepson of Lulu. An investment banker he is married to Charlotte.
	Charlotte Pickles	Tress MacNeille	Charlotte McSell-Pickles Angelica's mother, Tommy and Dil's ant Drew's wife Stu’s sister-in-law daughter-in-law of Lou and the deceased Trixie, and step daughter in law of Lulu. she is the CEO of her own company. She tries to be a good mother and ant, but is usually sidetracked by business interests.
	Betty DeVille	Kath Soucie	Elizabeth "Betty" Gizelle Phil and Lil's tomboyishly beautiful mother and Howard‘s wife. Quite the jock and women's-libber.
	Howard DeVille	Phil Proctor	Howard "Howie" DeVille Phil and Lil's father and Betty’s husband. Often overpowered by and cringing.
	Chas Finster	Michael Bell	Charles Crandall "Chas" Finster Sr. Chuckie's father, Kimi's stepfather, Kira's husband and willow of Melinda. Married Kira in the second Rugrats movie. Runs the Java Lava Coffee House.
	Kira Watanabe-Finster	Julia Kato	Kirley "Kira" Watanabe-Finster Kimi's mother, Chuckie's step-mother and Chaz’s new wife . Married Chaz in the second Rugrats movie. Operates the Java Lava Coffee House with her husband.
	Randy Carmichael	Ron Glass	Randall Randolph “Randy” Carmichael (also known as Mr. Carmichael or "Mr. Dummi Bear") is the father of Susie, Alyssa, Edwin, and Buster and also the husband of Lucy. He is a writer for the "Dummi Bears" TV show. He lives across the street from Stu and Didi. While at home, Randy doesn't like to talk about the "Dummi Bears" or his job. Although he doesn't like to talk about his job, in "Dummi Bear Dinner Disaster" he seems very enthusiastic about his plots that he writes, however, his boss does not seem to like his ideas, finding them boring.
	Lucy Carmichael	Cheryl Carter (1992, 1997-), Lisa Dinkins (1993), Hattie Winston (The Rugrats Movie)	Dr. Lucille "Lucy" Kojo-Carmichael is Randy's wife and the mother of their four children: Alyssa, Buster, Edwin and Susie. She is a Harvard-educated wonder mom, she plays piano and learned a few culinary tricks from Le Cordon Bleu. She has various hobbies, such as piloting commercial jets, making replica Tiffany lamps and conducting heart surgery. Also, as Didi's primary physician, she delivered Dil at birth. She's a beautiful, kind-hearted woman, she also takes great pride in her cooking, believing that's what got Randy's boss into promoting him, and tries to be very supportive to her eldest daughter, Alyssa, so to prove she can be mature.
	Melinda Finster	Kim Cattrall	Melanie Melissa "Melinda" Finster is Chuckie's late birth-mother. She loved flowers, and she died a few months after Chuckie's birth, long before the show began. She is only seen in flashbacks, although she is referenced several times in the series.
	Jonathan Kraskell	Rene Auberjonois (1995); Dan Castellaneta (1998-2004)	Jonathan Kraskell is Charlotte's meek, seldom-seen assistant, whom she constantly yells at.
	Frederick	Rodger Bumpass	Frederick Joseph “Freddy” Gizelle Uncle Freddy is Phil and Lil's uncle and Betty's brother.
	Boris and Minka Kropotkin	Michael Bell (Boris) and Melanie Chartoff (Minka)	Борис Кропоткин and Minka Kerpackter-Kropotkin (Also known as Boris and Minka) are Didi's parents, and Tommy and Dil's maternal grandparents . They live nearby and so often pop around. They love to argue, mainly over something silly. They love Tommy and Dil with all of their heart, so often disagree with Stu and Didi's baby raising decisions however small. Boris constantly refers to "the old country" which is where he was brought up. They are quite set in their ways and believe in old methods and remedies. Boris and Minka sometimes get roped into babysitting while the grownups go out but somehow the Rugrats always seem to get up to mischief.
The Pets
	Spike	Michael Bell (In the Dreamtime) (Season 3) Bruce Willis (Rugrats Go Wild) (2003)	Spike is The Pickles' brown hound dog. Tommy deeply admires him.
	Fifi	not voiced	Fifi is a Purple poodle which Spike fell in love with in the second Rugrats movie. Now, lives with the Finsters.
	Spiffy and Pepper	not voiced	Spiffy and Pepper Purple and brown (respectively) puppies adopted by the Drew Pickles and Chaz Finster households. Probable (one is led to believe) offspring of a union between Spike and Fifi.
	Fluffy	not voiced	Fluffy Angelica's cat who Angelica loves dearly, but who always causes trouble for the others, particularly Spike.
	Spot and Fifi	not voiced	Spot and Fifi are Spike's parents who were revealed in the book "The Making of The Rugrats Movie".
Other characters
	Reptar	not voiced	Reptar A big green dinosaur reminiscent of Godzilla. Tommy and the other Rugrats love him; Reptar products such as cars, clothes and candy are frequently seen on the show. Reptar was a main character in Rugrats in Paris and had his own theme park called Euro Reptarland. There was a giant Reptar robot that Stu built there too.
	Robosnail	John Lithgow	Robosnail (voiced by John Lithgow): Reptar's arch enemy. Robosnail is a mechanical snail with snapping pincers. He made a special guest appearance in Rugrats in Paris, controlled by Jean Claude-Coco's assistant. Robosnail and Reptar fought throughout Paris and he wound up falling into a river. He made a few appearances in the tv series afterwards including in an episode, "Adventure Squad".
	Thorg	Michael Bell	Thorg: a gorilla resembling King Kong. His only known quote is "Thorg hungry! Thorg want eat!"
	Mr. Friend	Tress MacNeille (TV series) Kath Soucie (Rugrats: Search for Reptar)	Mr. Friend: A robotic clown which Stu created and tested it on the babies. It is creepy and always finding the babies, attempting to "make friends" with them. Eventually buried, only to return in many smaller versions which Tommy & Chuckie destroyed.
	Taffy	Amanda Bynes	Sarah "Taffy" Maynston Lulu's beautiful 16 year old grand-niece who became the 2nd babysitter for the babies or "minis" as she calls them.
	Larry and Steve	Scott Menville	Larry and Steve:a pair of teenagers who are seen occasionally on the show. They do various jobs such as theatre ushers and grocery store clerks.
	Paul Gatsby	Phil Proctor	Paul Gatsby is the creator of the fictional Dummi Bears children's empire. He is based on real-life "Rugrats" co-creator Paul Germain. Paul is a generally calm, but stern person. He likes Randy as a writer and his family in general, but he tires of Randy's repetitive writing material with plots. He's rejected a lot of his plots, though in his opinion they were all the same. Susie believed he liked their family so much that he'd buy them a new house every time he enjoyed dinner. However, what Paul most likely did for Randy was try to find new inspiration and write new material. He's a bit disturbed at how all of his neighbors overly enjoy the stupid cartoon and how Chas takes it a bit too seriously (calling it, with good reason, "mindless"). While he might enjoy how the Dummi Bears have become a success, he becomes increasingly annoyed with how the DeVille's try to show their over enthusiasm for the show and Drew's attempt to become a business associate with him.
	Hugh Pickles	Jim Ward	Hugh, along with his wife Dottie, hosted the Pickles family reunion in Willoughby, Iowa. Hugh is the distant cousin to Drew and Stu. Hugh looks identical to Stu, but has brown hair like Drew's only a little darker and messy looking. He's a farmer, who takes great pride in his crops. Sunflower seeds are the most popular crop, he also has a vast cornfield, a barn to the milk cows and various farm animals. He speaks with a calm country accent and is very friendly to the Pickles family. Their son is Timmy-Ray Pickles, he was 36 Years Old.
	Dotti Pickles	Kath Soucie	Dottie, along with her husband Hugh, hosted the Pickles family reunion in Willoughby, Iowa. Dottie had similar hair to Didi but hers is much shorter a little bit over her shoulders and is possibly auburn or at least a mix shade of brown and red. Her hair is curly like Didi's but is more of a country homemaker type. She wears normal clothes and an apron. Its assumed she helps her husband out on the farm with work. She also speaks with a Minnesotan accent, hinting that she's not from Iowa. She is friendly like her husband, she adores children and is very friendly to Angelica and Tommy. Unlike Didi, she doesn't appear to rely on specialists like Dr. Lipschitz. Their son is Timmy-Ray Pickles.
