Philip George Proctor (born July 28, 1940) is an American actor, voice actor and a member of the Firesign Theatre. He has performed voice-over work for video games, films and television series.
On Nickelodeon, he is best known for voicing Howard DeVille (Phil and Lil's father) on Rugrats.
